It represented William, Count de Warenne of Normandy “dictating, it would seem, the signing
of the Magna Charta” in 1215 (see

Letters, I. 87.). For his service in the battle of Hastings, William the
Conqueror rewarded him with extensive land in Norfolk and created him the first Earl of Surrey.
